The State Planning Commission is inviting South Australians to provide feedback on the Accommodation Diversity Code Amendment, a key initiative to improve housing diversity and flexibility across the state. This amendment addresses critical needs in our housing system by proposing changes that make it easier to develop co-living spaces, flexible apartments, retirement housing, and student accommodations.
What’s Changing?
- New Rules for Co-Living Spaces
Introducing planning guidelines for co-living developments with shared facilities, such as communal kitchens and bathrooms, to meet growing housing needs. - Flexible Apartment Designs
Focusing on comfort and liveability by allowing reduced apartment sizes when high-quality shared amenities are provided. - Retirement Living Enhancements
Permitting increased building heights (up to 4–6 storeys) for retirement villages and supported living developments, enabling more options for our ageing population to remain in their communities. - Updated Student Accommodation Policies
Modernising guidelines to address both self-contained and shared student housing, with an emphasis on high-quality communal spaces. - Affordable Housing Initiatives
Improving policies to encourage affordable and sustainable housing for South Australians.

Public consultation is now open and runs until 27 February 2025 at 11:59 pm. Your feedback is vital to shaping the future of housing in South Australia. You can submit your views:
- Online: Fill out the submission form via the PlanSA portal.
- Email: plansasubmissions@sa.gov.au
- Post: Send submissions to GPO Box 1815, Adelaide SA 5001.
- In-Person: View hard copies and make submissions at the Planning and Land Use Services office, Level 9, 83 Pirie Street, Adelaide.
