Applications are now open for the Enabling Infrastructure Program. Designed for medium to large-scale infrastructure projects, the program encourages value-added investment that broadly benefits the regional community.
Key Information at a Glance
- Important Dates: Expressions of interest are due by 12 noon on 9 August 2023.
- Project Timeline: The projects should be ready to commence within six months and completed within two years from the execution of the funding agreement.
- Project Costs: Applicants are expected to manage project costs and seek reimbursement upon the completion of key milestones. The grants may be issued as milestone payments to assist with cashflows.
- Funding: The grant amounts range from $50,000 to $1 million, with exceptional projects potentially receiving up to $2 million. The total funding available for all grants in 2023–2024 is $5 million.
- Eligibility: Eligible entities must be legal entities, have an Australian Business Number (ABN), be registered for GST, and be the key driver of the project. A variety of entities, including companies, partnerships, sole traders, co-operatives, statutory authorities, local governments, incorporated associations, registered charities, and companies limited by guarantee are eligible. However, RDA associations and state government agencies are ineligible to apply.

Co-contributions, cash or in-kind, are highly encouraged. However, it’s important to note that while in-kind contributions will not be counted towards the co-contribution, they will still be considered as part of the project’s overall benefit.
The Application Process
Initially, applicants will submit an expression of interest (EOI), including details and specific project information, which will be assessed by an internal government panel. Successful EOI’s will be shortlisted and progressed for further consideration by the Minister. Invited applicants will then have four weeks from the date of the Minister’s formal notification to submit a detailed application. All applicants will be informed of the outcome of the EOI stage once the assessment has been completed.
Notably, the application process is comprehensive, considering factors like final project designs, cost, land or infrastructure owner approval, funding contributions, regulatory or development approvals, the project’s benefits to the region, and the capacity to manage project costs.
However, to ensure maximum value for South Australians, some projects and activities, including plans, costs associated with the application preparation, costs for works undertaken or goods supplied by the applicant, its employees or related entities, among others, will not be funded.
