Board Positions

Expressions of interest are called for nomination to Deputy Chair and ordinary  Board Positions on Regional Development Australia Barossa Gawler Light and Adelaide Plains Incorporated.

This organisation is responsible for regional economic development, planning for the future, supporting new and innovative business and investors and assisting established businesses grow, including workforce planning and export readiness.

Board members with relevant industry and professional skills background are sought to lead and oversee the Board’s business.

Positions are voluntary and you will contribute to the future growth of the region.

Rolf Binder is an iconic name from the Barossa Valley, known amongst true wine collectors and connoisseurs as a producer of rich Shiraz of cult status. With his sister Christa, Rolf has built up Rolf Binder Wines through consistently high standards and uncompromising wine quality.

Rolf Binder was born at Rose Park in Adelaide to Rolf Heinrich Binder of Hungary and his Austrian wife, Franciska, post-war arrivals to Australia. He spent his schooling at Linden Park Primary School and Concordia College in Unley. An interest in agriculture took him to Roseworthy College where he attained a degree in Agricultural Science, specializing in Oenology.

His relaxation time is spent with his family and friends, sharing food and wine, and giving him an excuse to practice his other passion, cooking. Asian flavours and styles are his interest at present, enhanced by intermittent trips to Malaysia and China to visit wine distributors. Time out is spent reading travel literature, pottering in his vegetable garden or just enjoying life on a sunny day.

Brian Carr

Brian has held the position of CEO at the councils of Wakefield Plains, City of Elizabeth, City of Tea Tree Gully and Liverpool City Council, NSW, before taking up his current position of CEO at Light Regional Council. During the period between 2003-2007, Brian had been providing consulting services to the public and private sectors within South Australia. A fellow of Local Government Manager’s Australia and an inaugural chair of the CEO network LGMA. He has been recognised and appointed a Business Ambassador for the State of South Australia.

Husband to Bonita and father of 4 children; Lauren, Wes (Alias Buffalo Tales) Charlie is 6 years old and Darcy is 3 years old.

Lynette is currently Community Development Officer for the District Council of Mallala, after working for several years managing a local Community Service Centre which included Visitor Information services. Lynette grew up in the district and has been involved with community and sporting groups for the over 30 years, primarily in a voluntary capacity.

A foundation and life member of the Two Wells Softball and Hockey Clubs, past president of the Two Wells Tennis Club, she is a current committee member of the Two Wells Football and Netball Sporting Club. Her role as president of the Two Wells Kindergarten in the late ‘90’s /early 2000’s oversaw the development and construction of the Two Wells Community Childrens Centre, and she was a member of the Sturt Area Consultative Committee and local community and economic development committee, the Two Wells Regional Action Team for a number of years.

Lynette is passionate about her local town and region and is interested in collaborative community development, advancement and achievements and continues to play hockey in the Barossa Valley.

Tony Clark

Tony has had over thirty years experience in operational management, beginning as a management cadet with the Advertiser Group and progressing through various national and international roles around food, food packaging and marketing.

He has held a number of senior roles developing family food corporates and is currently working with a small group of companies. Tony is a Certified Practising Manager, an Associate Fellow of the Australian Institute of Management and a Company Director. He is a former Chair of the State Horticulture Development Board and Premiers Food Council

Stephen Balch has operated as a private business consultant for over 10 years and was a founding partner in MDS Partners, a Darwin based Strategic Management Consultancy. Stephen is an accomplished executive manager with extensive senior management experience. 

Stephen holds a Bachelor of Business degree with majors in Accounting and Marketing and has been engaged in the workplace, as an academic, teacher/trainer, auditor, accountant, general manager, chief executive officer, company public officer, secretary and director. He also holds a Cert IV in training and assessment.

In February 2015 Stephen successfully concluded a 3 year contract appointment as the CEO of a Registered Training Organisation, Advanced Training International after ATI was acquired by Charles Darwin University. Prior to his role at ATI Stephen was a lecturer and course coordinator at CDU for 6 years.

Prior to his time at CDU Stephen held the positions of General Manager NT for CPA Australia (CPA) and NT Regional Manager for global recruitment firm, Hudson.
